What does zero carbon mean?

The latest Government edict in the fight to reduce carbon emissions across the UK has been to decree that all new houses and blocks of flats must be zero carbon by 2016. What does this actually mean, asks Patrick Bellew, apart from extremely low fuel bills for the lucky owners?
