Ark Workplace Risk and Livingcity secure one of UK’s first Building Assessment Certificates (BACs) – Setting a new benchmark for Safety Case Report compliance
Ark Workplace Risk, in collaboration with Livingcity, has successfully secured one of the UK’s first Building Assessment Certificates (BACs) under the Building Safety Act 2022—marking a significant milestone for both the industry and building safety reform.
The BAC was issued for X1 Tower, a Higher-Risk Building (HRB), and demonstrates full compliance with the Building Safety Regulator’s (BSR) demanding requirements. This achievement places Ark among a very small group of safety and compliance specialists with a proven track record of helping Principal Accountable Persons (PAPs) navigate the complex pathway to building safety certification.
“This is more than just a certificate, it’s validation of the systems, structures and expertise that PAPs now need to have in place,” said Peter Clark, Managing Director at Ark Workplace Risk. “Our work with Livingcity on X1 Tower proves what’s possible when collaboration, digital intelligence, and deep regulatory insight come together. We’re proud to have helped blaze a trail for the industry.”
A blueprint for safer buildings
Under the Building Safety Act, PAPs are required to prepare a Safety Case Report (SCR) - a structured, evidence-backed document that demonstrates how fire and structural risks in Higher-Risk Buildings are identified, mitigated, and managed.
Ark’s approach goes beyond simple compliance. Their methodology - refined over decades of health, safety and compliance consulting - prioritises clarity, collaboration and digital infrastructure. The X1 Tower project is a testament to that approach in action.
“An effective SCR is a blueprint for resilience and resident protection. It’s also your line of defence when regulators come calling,” added Peter.
What sets Ark apart
In an environment where confusion around compliance remains high, Ark has become a go-to partner for PAPs seeking not just guidance, but results.
Key differentiators include:
End-to-end expertise: From data mapping to final submission, Ark supports every stage of SCR preparation.
360° visibility: Their proprietary risk and compliance platform, QUOODA® ensures a live, auditable ‘Golden Thread’ of safety data.
Regulatory intelligence: Ark’s knowledgeable experts remain at the cutting edge of evolving legislation, ensuring their clients stay ahead of the curve.
Lessons from the field: The X1 Tower case study
Ark’s collaboration with asset and estate management experts Livingcity on the X1 Tower BAC application revealed several key success factors PAPs can learn from:
Start early: BAC readiness takes time, early planning prevents costly surprises.
Prioritise documentation: Every control measure must be backed by evidence. Ark ensured documentation was watertight and digitally accessible.
Bring residents on the journey: From feedback loops to clear communication, ensure that residents are part of the process, not passive observers.
Treat the SCR as a living document: review and refine it regularly.
Leading the way in compliance excellence
As more HRBs come under regulatory scrutiny in the months ahead, Ark stands ready to empower PAPs meet their obligations and protect lives.
Their success with the BAC for X1 Tower is already inspiring new clients to take action.
“We’ve shown that it can be done, and we’re ready to help others do the same,” said Peter Clark. “This isn’t just about satisfying a regulator. It’s about setting a new standard for building safety in the UK.”
