
The UK Government has launched a consultation proposing new legislative rights for leaseholders in England and Wales to secure gigabit‑capable broadband for their flats. Under the proposals, flat‑owning leaseholders would be able to formally request a high‑speed broadband connection from their freeholder, and freeholders would be prohibited from unreasonably refusing such requests - a move aimed at breaking long‑standing barriers to high‑speed connectivity in multi‑dwelling properties.
Andrew Bulmer, Chief Executive Officer, The Property Institute, said:
“We welcome the consultation to propose legislative changes to give leaseholders a legal right to request an upgrade to their broadband to a gigabit-capable connection. Reliable, superfast broadband is no longer a ‘nice to have’ in the modern world and is essential for many of us to live and work. Too many leaseholders have been left behind in the digital transition, and we welcome the opportunity for them to upgrade the digital infrastructure in their homes.
“As ever, it will be important that any installation work is carried out by qualified professionals and managed by experienced property managers who understand the nature of tall and complex buildings to ensure that building quality and safety are not compromised.”
