Roof Replacement Work Begins on Kirkcaldy Tower Blocks After Billing Dispute Resolved

Major roof repair work has now begun on three of the Ravenscraig multi-storey tower blocks in Kirkcaldy following the resolution of a controversial billing issue that had drawn strong reaction from residents.

The £4.8 million project, launched this week, is aimed at renewing the ageing roofs of the high-rise flats after long-standing concerns about their condition. The programme had been delayed after leaseholders were initially issued bills of around £19,000 each to cover their share of the cost — a figure that prompted widespread criticism from tenants.

Following the backlash, Fife Council reviewed the charges. The housing chief described the original costs as “unreasonable,” resulting in a significant cap being introduced so that no owner would pay more than £7,000 towards the repairs. Council officials have been in ongoing discussions with residents about how this contribution will be managed once the work is completed. Councillor Ian Cameron, convener of the relevant committee, welcomed the revised approach, saying the reduction in costs has eased concerns for many residents on fixed incomes. He added that communications with tenants have improved since earlier stages of the planning process.

Work on the first of the three blocks has now started, with the second due to begin in February and the third scheduled for later in the year.
