Annie brings a blend of frontline experience and strategic insight she spent over 12 years working directly in leasehold before moving into recruitment, where she now supports PMR Clients on their staffing and recruitment strategies.

Having previously owned a block management business, Annie understands first-hand the challenges leaders face when it comes to recruitment, training and retention. She was Highly Commended at the 2024 TPI Honorary Industry Award for her contributions to the sector – including mentoring professionals through the MRICS pathway, work with the TPI leasehold working group and providing training courses for the sector.

Anthony is a Chartered Building Surveyor and Building Safety specialist with over 40 years’ experience across both the public and private sectors. A Fellow of the RICS and CIOB and a Member of the IFE, he is a Board Director at Sircle - a UK-wide surveying practice helping organisations understand their buildings, assets, and compliance so they can manage estates more safely and efficiently.

Throughout his career, Anthony has led major national property data programmes for government and developed innovative ways to capture and interpret building information for large, complex estates. Today, he focuses on helping clients turn survey data into actionable insights - enabling evidence-based decisions that enhance safety, compliance, and asset performance.

Caroline is Counsel in the firm’s Real Estate Disputes team, specialising in all aspects of leasehold enfranchisement. With 20 years of experience, she is recognised for her technical expertise and practical approach.

Caroline has significant experience advising on lease extensions and freehold acquisitions, both on a voluntary basis and under the Leasehold Reform Act 1967 and the Leasehold Reform, Housing and Urban Development Act 1993. She advises also on Right to Manage claims and the right of first refusal provisions under the Landlord and Tenant Act 1987. In recent years, Caroline has been actively monitoring and engaging with the development of leasehold reform and in particular, the Leasehold and Freehold Reform Act 2024, and now the Commonhold and Leasehold Reform Bill 2026.

Caroline’s diverse client base includes landlords and tenants, private individuals, landed estates, developers, property and management companies, housing associations, charities, and UK and international investors. This gives her an invaluable perspective on the priorities and challenges faced by all parties, enabling her to deliver tailored and effective advice.
